摘要
干部人事制度的政策取向包含控制和发展两个维度。对于执政党来讲,政权的控制是基础,整体的发展是关键。改革开放40年的干部人事制度变革,在不同历史阶段呈现出不同的控制和发展偏好。从政党治理和领导力的视角出发,将干部人事政策分为控制导向政策、发展导向政策和综合性政策三类,对改革开放40年的166份干部人事政策进行梳理、编码、分类及量化分析。不同历史阶段,干部人事政策取向在发展和控制之间波动摇摆,但总的趋势是发展相对稳定,控制逐渐加强。党的十九大后干部人事政策的发展权重得到提升,干部人事制度将呈现问题导向、创新导向、能力导向、智能化导向等特征。
The policy orientation of cadre personnel system includes two dimensions:control and development.The foundation for the ruling party is the control of the regime,and the key is the overall development.The reform of the cadre personnel system in the past four decades since the lunching of Reform and Opening up in China has shown that different historical phases have different control and development preferences.This paper divides cadre personnel policies into three categories:control-oriented policies,development-oriented policies and comprehensive policies from the perspective of Party governance and leadership.The paper then reviews 166 samples of the cadre personnel policy in the four decades of Reform and Opening up.By sorting,coding,classifying and quantitatively analyzing,we have found that:the policy orientation of cadre personnel fluctuates between development and control at different historical stages,but the general trend is that "development is relatively stable whilst control is gradually strengthened".The development weight of personnel policy will be enhanced after the 19th Communist Party of China National Congress and the cadre personnel system will be characterized by problem orientation,innovation orientation,capability orientation and intelligence orientation.
