摘要
目前我国煤炭行业形势低迷、人员冗杂现象严重,劳动定员成为企业提效和转型发展的有效手段,因此如何精准定员成为煤炭企业在行业低谷时期亟待解决的问题。将矿井基本条件、地质环境、生产条件和技术水平纳入考虑,构建"自上而下"的多元素定员法,并将其与"自下而上"的基层定员法结合,提出混合定员法,弥补企业定员的宏观视角缺失,在煤炭低迷期帮助企业实现宏微观精准定员,有效提升劳动生产率。实证验证了混合定员法的精准性和适用性。
China's coal industry is in downturn,and has miscellaneous staff.The labor capacity becomes an effective measures for improving enterprises' development and transformation.Therefore,how accurately confirm labor capacity is an urgent problem for coal mining enterprises during the trough period.The authors established multielement labor capacity method that from top to bottom by considering basic mine conditions,geological environment,production conditions and technical level,combined with grassroots labor capacity method that from bottom to top,and provided a hybrid labor capacity method which can make up the lack of macroscopic perspective,help enterprises to realize macro to micro precision capacity during the downturn,and enhance the labor productivity.The results showed the method was accuracy and applicability.
