摘要

科学合理的森林采伐对森林质量提升及森林可持续经营至关重要,随着林业改革发展,当前,辽宁省葫芦岛市森林采伐限额执行中出现了不同程度的问题,如森林采伐限额执行率偏低,采伐限额分配与其执行率不成比例,缺乏科学的森林经营方案,森林经营与森林采伐脱节等,建议通过强化监督管理,科学编制森林经营方案,加大经费投入力度,加大人才队伍培养力度等途径加以解决。
        Scientific and reasonable of deforestation is very important to improve forest quality and sustainable forest management, with the reform of forestry development, at present,there are vary degrees of problems in execution of the forest-cutting limit in HuLudao, such as deforestation limits are enforced on the low side, cutting quota allocation and its enforced disproportionate, lack of scientific forest management plan, forest management and disjunction of deforestation and so on, suggested by strengthening the supervision and administration, scientific formulation of their forest operation programs, increase the fund's investment, strengthen personnel training and other ways to solve them.
