空间、思维与组织:探寻政府角色重构之路

摘要
20世纪80年代以来,网络技术的发展不仅从技术层面上推动了信息资源的网络化,更从社会结构层面上推动了人类社会网络结构的生成。在全球化、后工业化进程中,这就意味着人类社会开启了打破各类边界、变革空间特性的社会运动,并在社会去中心化过程中消解等级化的线性结构,从而走上社会结构网络化之路,这是中心-边缘结构消解之后呈现出来的一场社会变革。在这一过程中,等级化社会结构遭到消解,政府的中心地位失去合法性基础和合理性资源,而必须以合作行动者的角色在社会网络结构中开展合作治理行动。
Since the 1980 s, the development of network technology has not only promoted the networking of information resources at the technical level, but also promoted the formation of network structure of human society in terms of social structure. In the process of globalization and post-industrialization, this technological and social change means that human society has initiated a new social movement to break various boundaries and change the spatial characteristics, and to eliminate the hierarchical linear structure in the process of social decentralization, thus embarking on the approach to the networking of social structure, which is one of the manifestations of the disintegration of the central-periphery structure. In this process, the hierarchical social structure has been dismantled, the central position of the government has lost its legitimacy and rationality, and the action of cooperative governance must be carried out in the social network structure in the role of cooperative actors.
