摘要
作为碳排放的重点领域,电力行业已经被确定为我国碳排放交易市场第一阶段的参与主体,显然,电力行业碳排放责任分摊已经成为当前需解决的首要问题。基于共担责任分摊原则给出电力生产端和消费端分别应分摊的碳指标核算公式,以2011年我国六大区域间交换电量数据为基础给出了各区域电力行业碳排放责任分摊方案,并利用SE-DEA模型从投入产出效率的角度对该方案的有效性进行评判;鉴于碳排放总量不变的前提,进一步运用ZSG-DEA模型对碳排放责任分摊方案做进一步优化。研究结果表明:经过ZSG-DEA分配后,各区域的效率值均位于DEA前沿面,实现了整体效率的帕累托最优。
        As the key field of carbon emissions, the power industry has been identified as the first phase of the carbon emissions trading market in China. Obviously, carbon emissions responsibility allocation of the power industry has become the primary problems which need to be resolved. Based on the principle of shared responsibility allocation, this paper gives the formulas about the power production and consumption share of the carbon respectively index calculation. Using the data of the regional electric exchange between the six regional, this paper gives the specific scheme of carbon emissions responsibility allocation. And we use the SE-DEA model to evaluate the specific scheme of carbon emissions responsibility allocation. In order to keep the total amount of carbon emissions, we use ZSG-DEA model to optimize the specific scheme of carbon emissions responsibility allocation. Results show that all regions are located in DEA efficiency value of frontier after using ZSG-DEA model to optimize.
