城市经济转型期商务办公区对外服务功能演化研究——以烟台市为例

摘要
商务办公职能发展是城市经济转型升级、中心城区功能置换的重要表征.本文以烟台市为例,利用道路商务强度指数和城市流强度模型,定量分析了城市经济转型期商务办公区对外服务功能特征与演变.研究发现:在烟台市"退二进三"经济转型过程中,商务办公区作为一种城市功能性空间对城市经济发展控制影响不断加强,在空间上呈现"一极多核、层次分明"的多中心发展态势;以金融服务为核心,专业化、综合化发展是商务办公区发展最为显著的特征,亦是商务办公区继续极化的关键;同时,传统商贸服务、交通物流功能普遍衰退,并在特定商务办公区重新集聚.分析表明:商贸底蕴和城市形态是商务办公区形成发展的基础,经济全球化背景下的城市经济转型是商务办公区功能演化的根本动力,政府宏观调控是商务办公区发展的重要推手,企业区位选择是商务办公区空间和功能重构的直接动力.
        The development of business office functions is an important symbol of the transformation and upgrading of urban economy and the functional replacement of central urban areas. Taking Yantai City as an example,the characteristics and evolution of the external service function of business office area in the period of urban economic transformation were quantitatively analyzed by the use of the road business intensity index and urban flow intensity model. According to the results,it can be indicated that in the process of Yantai economic transformation of "retreat from two into three",the business office area,as a kind of urban functional space,has strengthened the control of urban economic development,along with a multi-center development trend of"one pole,multi-core and distinct hierarchy"in space. Specialization and comprehensive development are the most significant characteristics of the business office area by taking financial services as the core,which is also the key to the continued polarization of the business office area. Meanwhile,the traditional commercial service and transportation function,in general,decline and regather in specified business office area. As for the study,it can be concluded that business and trade details and urban form are the basis of the formation and development of business office areas and under the background of economic globalization,urban economic transformation is the fundamental driving force for the functional evolution of business office areas. Government macro-control is an important driving force for the development of business office areas. Enterprise location selection is the direct driving force for the spatial and functional reconstruction of business office areas.
