水与地区秩序变化:内在推动与多重影响

摘要
水对于地区秩序的变化具备潜在的影响力。作为人类社会最基本的生存与发展资源,水不仅可以影响一国的可持续发展、社会稳定和国家安全,而且可以影响地区行为体之间的相互关系、互动结构的形成与演变。就不同地区而言,水对于地区秩序的影响程度和影响路径存在差异。本文通过针对性案例展开论证,展示了水可以引发一国社会秩序的动摇和地区原有秩序的变革,进而推动传统权力政治格局的变化;同时也可以影响地区认同和行为规范的建构,由此促进地区一体化的发展。通过研究水与地区秩序变化存在的内在关系,本文认为,中国应该充分发挥地缘优势和大国地位优势,从观念、利益和能力三个维度,提升构建地区秩序的能力,增强主导地区水域事务的主动性。
