乏燃料后处理项目工程其他费研究

摘要
基于对在建和已建乏燃料后处理项目实际发生工程其他费的研究,结合后处理项目工程其他费已颁布的相关文件及标准对比研究,文章对乏燃料后处理项目工程其他费的科目组成进行了研究。另外,就费用的科目构成与项目业主方进行了深入讨论。结果表明,乏燃料后处理项目工程其他费可供参考的相关规定由于发布时间过久且并非针对乏燃料后处理项目,因此在其他费费用科目设定和计费方法上不完全适用于乏燃料后处理项目;核电厂工程其他费规定虽然在费用科目设定上对乏燃料后处理项目具有一定借鉴性,但部分科目并不适用于后处理项目。最后,文章结合乏燃料后处理项目工程其他费的相关规定及后处理项目运行实际,确定了乏燃料后处理项目共计7类工程其他费。所划分费用科目涵盖了后处理项目工程其他费的实际发生项目。另外,本研究为今后确定各项费用的计费方法及费率奠定了良好基础。
        Based on the actual occurrence of indirect cost from under construction and established nuclear spent fuel reprocessing project, combined with the review on the released documents and specifications regarding indirect cost of nuclear fuel reprocessing project, the composition of the indirect cost of nuclear spent fuel reprocessing project was studied. Besides, deep discussions were conducted based on the composition of the indirect cost with the owner of the projects. Results showed that the present references for the indirect cost of nuclear spent fuel reprocessing project are not absolutely suitable for the contemporary reprocessing project in terms of the items setting and calculating methodology due to the long released periods and the weak pertinence. Regulations for indirect cost of nuclear power plant are beneficial in terms of the structure of indirect cost for the reprocessing project. However, portion of the expenses are still not suitable for the reprocessing project. Based on the reviews of relevant specifications regaring the indirect cost and actual operations of nuclear spent fuel reprocessing project, we defined 7 categories of indirect cost for nuclear spent fuel reprocessing project. The actual occurrence of indirect cost from the reprocessing project could be contained within the items put forward from this study. Besides, our research is the foundation of the comfirmation of calculation methodology and expense rates of respective items of indirect cost in the future.
