我国人文社会科学新创学术期刊评价探讨

摘要
【目的/意义】新创学术期刊的评价一直都缺席于各家期刊评价体系,但新创学术期刊作为我国学术期刊的重要组成部分,对其进行评价不仅可以丰富完善现有的期刊评价体系,还可促进新刊的健康发展。【方法/过程】本文以人文社会科学新创学术期刊为研究对象,分析了人文社会科学新刊特点,并与其他期刊评价进行比较,指出了我国人文社会科学新创学术期刊评价的目的应该是综合质量评价。而且从新刊的实际情况出发,评价指标体系宜粗不宜细。【结果/结论】我国人文社会科学新创期刊评价指标里可设置意识形态属性指标、学术质量指标和编辑出版规范类指标,以评价期刊的政治方向、学术水准和编辑出版质量。此外,可考虑设置新媒体类指标以引导期刊适应新媒体环境。评价过程中以专家定性评价结果为主,其他量化指标为辅。
【Purpose/significance】The newly-started academic journals have been absent from different journal evaluation systems of the country. Newly-started journals, however, constitute an important part of the academic journals of the country. Their evaluation can not only enrich and improve existing journal evaluation systems, but also promote the healthy development of the new journals.【Method/process】Taking newly-started journals in the humanities and social sciences as objects of study, this article analyzes the characteristics of the new journals, compares evaluation of the new journals to that of other journals, and indicates that evaluation of the newly-started journals in the humanities and social sciences of our country should be aimed at a comprehensive quality evaluation. Moreover, proceeding from actual situation of China's new journals, evaluation indicator system would better to be rough rather than detailed.【Result/conclusion】Ideology indicator,scholarly quality indicator as well as indicator of editing and publishing standards could be set up in newly-started journals of the humanities and social sciences so as to evaluate the new journals' political orientation, scholarly level and editing and publishing quality. Besides, Setting up new media indicator is also proposed in order to lead the new journals to adapting to the new media environment. Priority is given to experts' qualitative evaluation which is supplemented by other quantitative indicators.
