论国际关系中的“共生安全”

摘要
随着安全实践的发展,安全研究需要新探索,本文尝试借用"共生"的理论框架,从共生环境、共生单元和共生模式三个层次来阐释国际安全领域的共生系统。安全环境的变化是共生关系构建的客观条件:安全目标从"生存"转向"发展";安全议题间呈现出复合相互依赖的"网络化"特征;安全问题的边界日趋模糊;安全层次"延伸"。基于安全环境的变化,安全单元从互斥走向共生:单元关系由同质共存走向异质共生;由"主客二分"走向互利共生;由"循环论"走向共生单元和系统的共同进化。在单元共生的进化中,安全系统的进化模式走向"一体化共生":在竞争中求合作;强调安全的互利共赢;以"发展"为导向,以"人的安全"为核心,以人类命运共同体为终极目标。
Security research agenda needs fresh ideas to explain the new development of security practice. This paper tries to use the theoretical framework of "gongsheng" to interpret the symbiotic system in the field of international security from three levels, which consists of symbiotic environment, symbiotic unit and symbiotic pattern. Changes of the security environment are the objective conditions for the construction of gongsheng relations: security goal transforms from "survival" to "development"; security issues feature a complex interdependent network; the boundary of security problems becomes increasingly ambiguous; and security levels extend. Based on the changes of security environment, the relationship among the security units turns from mutual exclusion to symbiosis: the relationship changes from homogeneous coexistence to heterogeneous gongsheng, from "subject-object dichotomy" to mutually beneficial coexistence, and from "cycle theory" to coevolution of symbiotic units and the system. With the evolution of unit symbiosis, the evolutionary pattern of security system heads for "integrated symbiosis": seeking cooperation in competition; emphasizing mutual benefit and win-win scenario of security needs; taking development as the orientation, human security as the core and a community of shared future for mankind as the ultimate goal.
