“一带一路”背景下建筑废弃物减量与资源化实施路径分析

摘要
"一带一路"建设对我国建筑废弃物资源化行业的发展既是挑战又是机遇,一方面,"一带一路"沿线的基础设施在建设过程中会有大量的建筑废弃物产生;另一方面,建筑废弃物资源化能够对建筑废弃物进行再生处理,为建设提供大量的建筑材料。然而,由于各种因素的制约,建筑废弃物并未得到有效实施。首先分析了国内外建筑废弃物减量与资源化利用进展;其次,基于工程项目开发的全过程构建了建筑废弃物减量与资源化实施路径,并应用于具体实例中;最后,指出健全建筑废弃物减量与资源化实施的管理机制、政府提供政策上的支持与经济上的补助以及推进建筑废弃物资源化产品行业规范和标准的制定与执行是推动此路径实施的关键。
        The construction of "Belt and Road" is both a challenge and an opportunity for the development of construction waste recycling industry in China. On the one hand, infrastructure along the "Belt and Road" would generate a lot of construction wastes during the construction process, while on the other hand, recycling of construction wastes could regenerate construction wastes and provide a large amount of building materials for construction. However, due to the constraints by various factors, it has not been effectively implemented. This paper firstly analyzed the progress of reduction and resource utilization of construction wastes both at home and abroad; secondly, based on the entire process of engineering project development, it constructed the implementation path for reduction and resource recycling of construction wastes, and applied it to specific examples; finally, it pointed out that perfection of the management mechanism for the implementation of construction waste reduction and recycling, the government's policy support and economic subsidies, and promotion of the formulation and implementation of norms and standards for recycling industry of construction wastes were the keys to the implementation of this path.
