河长制管理实施成效分析与展望

摘要
河长制作为河湖的管理与保护的重要制度备受社会关注,随着《关于全面推行河长制的意见》的印发,河长制将在全国推行。意见内容丰富,亮点突出,要求明确河长职责,全面建立四级河长体系,从实际出发在六个方面提出了针对性的措施,在时间上强调2018年底前河长制全面建立。在总结国内部分城市河长制工作开展情况的基础上,结合南京市水环境保护工作实际,梳理了南京市河长制管理目标与重点,最后提出了推进南京市河长制管理工作的建议。
The river chief system as important institution for the management and protection of rivers and lakes has attracted much attention from the society. With the publication of the opinion on the overall implementation of the river chief system,it will be implemented throughout the country. The opinions are rich in content and highlights. It requires clear responsibilities of river chief and comprehensive establishment of four-level river chief system. From the actual situation,six pertinent measures have been put forward. It is emphasized that the river chief system will be fully established before the end of 2018. On the basis of summarizing the situation of the work of the river chief system in some cities in China and combining the practice of water environmental protection in Nanjing,the objectives and key points of the management of the river chief system in Nanjing are combed.Finally,some suggestions for promoting the river chief system in Nanjing are put forward.
