台湾地区多元整合主导的环境治理经验及借鉴

摘要
【目的/意义】台湾地区在应对日益严重的环境危机中探索出多元整合主导的环境治理模式并取得实质性的效果,借鉴其环境治理经验能够促进祖国大陆生态文明建设。【方法/过程】采用案例研究的分析方法,以"台南环保结盟"为案例,通过"解刨麻雀"的方式,总结台湾地区多元整合主导的环境治理经验。【结果/结论】基于此,提出对大陆环境治理的启示:推进环保教育全民化进程;建立完备的信息共享机制;鼓励支持民间环保团体的发展;强化组织设计,设立环保警察;明确各个治理主体的角色和职责,以及健全第三方环境治理评估机制。
【Objective/Meaning】 In response to the increasingly serious environmental crisis, Taiwan has explored the model of multi-integration leading environmental governance and achieved substantial results. 【Methods/Procedures】 Taking "Tainan Environmental Protection Alliance" as a case, this paper summarized the experience of environmental governance in Taiwan, which was dominated by multiple integration, through the way of "dissecting sparrows". 【Results/Conclusions】 Based on this, the enlightenment of environmental governance in mainland China was put forward: promoting the process of environmental education nationalization; establishing a complete information sharing mechanism; encouraging and supporting the development of non-governmental environmental protection organizations; strengthening organizational design and setting up environmental protection police; clarifying the roles and responsibilities of various governance subjects and improving the third-party environmental governance assessment mechanism.
