政府主导模式下清淤难题破解探析——以浙江省为例

摘要
清淤是疏浚河道、改善水质的有效手段,随着清淤任务加重,清淤工作面临部门协作不力、资金短缺、淤泥处置难等系列问题。以浙江省为例,分析了政府主导下各相关部门协同破解淤泥清理、处置及利用难题的探索,具体途径包括做好顶层设计、纳入政府考核、强化科技支撑、加强政策保障等;梳理了政府主导模式下科学清淤的典型地方实践。
Dredging can be an effective means of river course training and improvement of water quality. Along with the increasing demand, a series of problems have been emerged such as poor coordination, lack of funding and difficulty with sludge disposal treatment. Using Zhejiang Province as an example, solutions are discussed for government coordination, in particularly top layer design, and incorporate it into government performance evaluation, scientific and technical support and policy making. Practices of typical areas for scientific dredging under the guidance of government are reviewed and summarized.
