“双一流”建设背景下高水平行业特色型大学的资源配置与发展

摘要
根据"双一流"建设的政策语义及大学资源配置理论,以北京高科联盟8所工科大学为例分析高水平行业大学的发展状况,认为该类大学资源配置为"官僚模式"兼具"市场模式"的属性。它们之所以在多元融和资源机制方面供给不足,学科布局结构性弱势是一个重要原因。在建设一流学科的进程中,高水平行业特色型大学要处理好外部资源扩张与内部结构调整、资源优势丧失与加快创新发展以及一流学科建设中组织边界与资源重组的关系。
Based on the policy semantics of the "double world-class" construction and resource allocation theory, it analyzed the development of high-level industry university in Beijing, finding the resources allocation with the attribute of both "bureaucratic mode" and "market mode". It also considered insufficiency of multi-financing and resource mechanism caused the structural restriction of discipline layout. In the process of constructing first-class disciplines, the high-level industry universities should pay special attention to the external resource expansion and internal structure adjustment, the loss of resource advantages and the acceleration of innovative development, as well as the organizational boundary and resource reorganization.
