摘要
新修订的《中国人民解放军文职人员条例》,从政策层面对文职人员制度进行体系性重塑,为这支队伍的建设发展确立新方向,走上新路,提出新要求。新制度、新形势、新任务下,岗位分析成为实现文职人员管理使用方式转型和水平提升的重要基础。然而,全军文职人员岗位分析工作近两年才启动,在方式方法上还没有进行深入的研究论证,实施过程中也凸显一些矛盾问题。着眼于文职人员岗位分析工作的必然性和重要性,结合岗位分析的现状及存在的问题,进行研究,并提出战略性构想。
The newly revised"Regulations of Army's Civilian Workforce"has made a systematic remolding of the civil service system on the policy level,which has showed a new direction and a new path for the construction and development of the team,and put forward new requirements. Under the new system,new situation and new tasks,post analysis has become an important foundation for the transformation and upgrading of army's civilian personnel management and usage. However,the post analysis of civilian servant in the army has only been started in the past two years. There has been no in-depth research and demonstration on the way and method,and some contradictions have been highlighted in the process of implementation. This article focused on the necessity of post management and the importance of post analysis in the future. Combined with the current status and existing problems of civilian post analysis,the analysis and research meeting was carried out,and a strategic concept was put forward.
