中英高校科技成果转移转化比较研究及经验借鉴

摘要
为分析和借鉴英国促进高校科技成果转化的经验和做法,采用对比分析的方法,选取英国牛津大学、剑桥大学、卡迪夫大学和我国清华大学、上海交通大学、中山大学作为研究对象,通过对6所高校在科研竞争力和科技成果转化政策、方法与模式等方面的对比分析,剖析英国对科研管理体制和科研评估系统的创新改革举措与成效。借鉴英国的经验和做法,针对我国高校科技成果转化体系中存在的问题提出对策及建议,为促进我国高校科技成果转化,深入实施创新驱动发展战略,构建创新型国家提供参考。
In order to analyze and draw lessons from the experiences and practices of Britain in promoting the transformation of scientific and technological achievements in colleges and universities, this paper adopts the method of comparative analysis, selects Oxford University, Cambridge University, Cardiff University, and Tsinghua University,Shanghai Jiaotong University, Sun Yat-sen University as the research objects, analyzes the innovation and reform measures and results of scientific research management system and scientific research evaluation system in Britain,trough the comparative analysis of the scientific research competitiveness, and the policy, methods and models of scientific and technological achievements transformation in six universities. Based on the experiences and practices of the United Kingdom, this paper puts forward some countermeasures and suggestions for the problems existing in the system of transformation of scientific and technological achievements in colleges and universities in our country,to provide a reference for promoting the transformation of scientific and technological achievements in colleges and universities, carrying out innovation-driven development strategy, and constructing an innovative country.
