美国私立学校资助政策中的权力博弈关系研究——基于资源依赖理论的分析

摘要
私立学校与政府之间不对称的资源依赖关系带来政府对私立学校外部权力的扩张,以及政府的监管权与私立学校的办学自主权之间的博弈。美国政府与私立学校的权力博弈关系在有无政府资助两种条件下呈现完全不同的样态,私立学校通过采取反应型和创造型相结合的策略有效改善了办学自主权弱势的现象。借鉴美国的经验,当前,我国治理政府与非营利性民办学校的权力冲突问题可采取以下策略:明确政府参与管理私立学校的重要意义;民办学校应减少对政府资金单一依赖并开拓新的资金来源;坚持特色办学,通过提高教育质量和服务水平增加自身资源的重要性和竞争优势。
        The asymmetric resource dependence between the private schools and the government has brought about the expansion of government as an external power to private schools and the game between the government's regulatory power and the autonomy of private schools. The power game relationship between the US government and the private schools presents a completely different pattern under the two conditions with government funding and without government funding. Private schools have effectively improved the autonomy of schools through the combination of reactive and creative strategies. Drawing on the experience of the United States,China can adopt the following strategies to address the problem of power conflicts between the government and the non-profit private schools:clarifying the importance of government participation in the management of private schools; reducing private schools' dependence on government funds and opening up new sources of funding; and sticking to the characteristic education to highlight the importance of education and the competitive advantage by improving the quality of education and service.
