乡村振兴战略背景下壮大集体经济的思考

摘要
十九大报告提出乡村振兴战略,明确指出要发展壮大农村集经济,推进农村产权制度改革。发展集体经济是实现乡村振兴的有效途径之一。在乡村振兴的新时代背景下,全国各地都在积极探索集体经济的发展模式。探讨了新时代集体经济的内涵及其对乡村振兴的重大意义,分析了当前中国农村集体经济发展的现状,即全国平均村集体资产较低、空心村占比高、集体资产差异大,但集体资产总体呈增加趋势;资产结构不合理、村集体负债率高,但产权改革平稳推进,成效显著。调研分析揭示出,集体经济发展面临着集体经济意识不强、区域之间发展不平衡、产业结构不合理、专业人才缺乏、发展模式单一等问题。最后,从提高发展集体经济意识、重视人才培养和引进、调整优化产业结构、完善配套措施以及加强集体经济模式创新等方面,提出了未来中国农村集体经济发展壮大的思路。
The report of the 19 th CPC National Congress put forward rural revitalization strategy, clearly pointed out that it was necessary to develop and strengthen the rural economy and promote the reform of the rural property rights system. Developing the collective economy is one of the effective ways to achieve rural revitalization. Under the background of the new era of rural revitalization, all parts of the country are actively exploring the development model of the collective economy. The authors explored the connotation of the collective economy in the new era and its significance to the revitalization of the countryside, analyzed the status quo of rural collective economic development in China. It showed that the national average village collective assets were low, the proportion of hollow villages was high, and the collective assets were different, but the trend of collective assets was generally increasing; the asset structure was unreasonable and the village collective debt ratio was high, but the property right reform was proceeded steadily with remarkable results. The investigation analysis revealed that the collective economic development faced by weak collective economic awareness,unbalanced development between regions, unreasonable industrial structure, lack of professional talents, and single development model and so on. Finally, the authors put forward the idea of future development of rural collective economy in China from the aspects of improving the development of collective economic awareness,attaching importance to personnel training and introduction, adjusting and optimizing industrial structure,improving supporting measures, and strengthening collective economic model innovation.
