汕头市“创文”的意义、形势与策略

摘要
"创文"既是对汕头的严峻考验,又是汕头新一轮发展的强大推进器。汕头"创文"的主要举措包括拆建并举、整顿交通、创造便利化营商软环境和整顿干部作风等。汕头"创文"快速改变了城市秩序和城市面貌,鼓舞了干部和群众的信心和士气,推动了经济强劲增长。汕头"创文"的主要挑战包括道路交通设施欠账多、公共交通落后、停车位严重不足、城市交通秩序比较混乱、公共运动休闲场地少、城市建成区黑臭水体多、政风民风问题突出、人均GDP和城镇居民人均可支配收入偏低。汕头"创文"策略的重点应当是创建舒适宜居的城市生活环境和塑造崇德向善、法治彰显的社会风气。加快发展地方经济和持续改善民生是汕头"创文"成功的根本保障。
Creation of National Civilized City(CNCC)is a baptism and a strong engine for the development of Shantou. The main measures of CNCC in Shantou are: demolition and construction, rectification of traffic order, facilitation of business environment, and rectification of officials' style. CNCC has endowed Shantou with an orderliness and a new image, encouraged Cadres and the populace, and promoted economic growth. The main challenges of CNCC in Shantou are: shortage of road traffic facility and parking space, poor public transport, chaotic traffic order, shortage of sport and recreation ground, many polluted waters in the urban areas, problematic administrative style and folk custom, low level of GDP per capita and per capita disposable income of urban residents. CNCC in Shantou should focus on creating a comfortable living environment and shaping an ethical and legal atmosphere of the society. Rapid economic growth and continuous improvement of people's livelihood are fundamental guarantee for CNCC in Shantou.
