台湾地区主要政党在立法机构中的组织动员行为比较(2012-2016)

摘要
本文对2012-2016年国民党与民进党在"立法院"中的党团提案行为进行比较分析,发现在提案过程中,双方都倾向于通过各自组织动员党籍"立委"的支持或反对来采取一致性行动,两个政党的党籍"立委"基本都能配合和支持所属政党立场,这在某种程度上表明了台湾地区执政党与反对党在政治博弈过程中的二元对立性日益突出。研究也发现,两个政党内部都不同程度出现了跳票现象,这也从另一个侧面反映出,台湾地区党籍"立委"相对于政党的独立性空间越来越大。
This paper makes a comparative analysis of the caucus proposal behaviors of the KMT(Kuomintang) and the DPP(Democratic Progressive Party) in the "Legislature" from 2012 to 2016,and finds that in the process of proposal-making,both parties tended to organize and mobilize the support or challenge of the respective party's "legislators" to take concerted action and most "legislators" of the two political parties would cooperate and support the position of the party concerned.This,to some extent,shows a crescendo of the binary opposition between the ruling party and the opposition party in the political game in Taiwan.This study also finds that the "bounced check" appeared within these two political parties to different degrees,which shows from another aspect that the party "legislators" in Taiwan are becoming more and more independent from the political parties.
