我国公益类科研院所创新管理:理论框架、实践难题与路径选择

公益类科研院所是国家创新体系的重要组成部分,新时代探究公益类科研院所创新管理切合时代发展需要。当前我国公益类科研院所创新管理面临管理自主权弱化、学术自治权虚位、科技服务效益不足和管理工具理性不够等实践难题;在新公共管理理论框架下,推进我国公益类科研院所架构重构、权力回归、机制共融和工具借鉴成为破解实践难题的有效路径。
Public welfare scientific research institutes are an important part of the national innovation system, in the new era, the innovation management of public welfare scientific research institutes meets the needs of the development of the times. At present, innovation management of China's public scientific research institutes faces practical difficulties such as weakening of management autonomy, deficiency of academic autonomy, insufficient efficiency of science and technology services, and inadequate management tools, etc. Under the framework of the new public management theory, it has become an effective way to solve the practical problems to promote the reconstruction of the structure of public welfare scientific research institutes, the return of power, the integration of mechanisms and the reference of tools.
