摘要

从技术严密性和执法有效性角度,本文多方面阐述了植物有害生物鉴定资质管理的必要性,对植物有害生物鉴定资质管理的现状进行了分析,从基准库建立、开发软件系统以及与现有管理系统对接等方面,阐述了鉴定资质管理的实现途径,同时对鉴定资质管理的难点进行了探讨并提出部分建议。
        The paper expounds the necessity of the qualification management of plant pest identification,and analyzes the status. Some solutions of qualification management are proposed,including establishing species reference database,developing software systems,and docking with existing management systems.Also,the authors discuss the difficulties in the quality management,and put forward some suggestions.
