摘要

文化PPP模式是政府和社会资本共同提供公共文化服务的一种供给方式,是对传统文化供给方式的重要创新。它广泛适用于文化基础设施、文化产业聚集发展、特色文化传承创新发展、公共文化服务、非物质文化遗产保护以及文化与其他产业深度融合等领域。文化PPP具体应用模式选择主要有MC、BOT、ROT、VOT等。文化PPP特许权协议应当着重对回报机制、付费机制、争端解决机制、监管机制等做出科学合理的制度安排。
        Public Private Partnership(PPP) in the cultural sector is a method which the government and social capital can provide public cultural services together. It is an improvement over the usual supply of cultural services.Cultural PPP can be widely used in many areas such as cultural infrastructure construction, centralized development of the cultural industry, continuous and innovative development of culture with special characteristics, public cultural services provision, intangible cultural heritage protection and deep fusion of culture with other industries. Different modes of cultural PPP include MC, BOT, ROT, VOT, and others.Cultural PPP franchise agreements should have proper institutional arrangements for reward mechanism,payment mechanism,dispute settlement,supervision,etc.
