浙江医疗卫生服务领域“最多跑一次”改革政策分析

摘要
城市大医院人满为患与基层医疗服务能力不足、资源紧缺并存是多年来束缚地方医疗卫生服务水平提升的"亚历山大绳结"。为破解医改难题,浙江在实施"双下沉、两提升"工程和高水平医联体、县域医共体建设的基础上,深入推进"最多跑一次"改革,以"用户体验"牵引资源整合,"撬动"相应组织流程、制度的再造和区域分工协作体系的重塑,带来了一场深层次、系统性变革。为进一步深化改革,需厘定与标准化医疗卫生服务的"一件事",从"用户视角"打破资源流通壁垒,推动医疗服务的"一窗受理、集成服务",并打造更完善的配套制度与政策环境。
Overcrowding of urban hospitals and lack of capacity and resources of primary medical services is the"Alexander Knot"that has shackled the level of local medical services for many years. In order to solve the problem,reform of "Run at Most Once" has been carried out based on implementation of "Double Sinking, Two Promotion"project and construction of"high-level medical alliance"and"county medical communities"in Zhejiang. It has brought about a deep and systematic change by resources integration focusing on"user experience",inciting organizational reengineering of process and structure,and reorganization of regional medical service system. For deepening reform,it is necessary to set standards for"one thing"of medical services,break barriers of resources flow from"user perspective",promote"one window acceptance and integrated service"of medical services,and create more perfect environment of institutions and policies.
