民国时期宁波港口管理与临港经济发展

摘要
民国时期宁波港口管理体制的变化是当时中国海洋经济由传统到现代转变的一个缩影。近代中国对外战争的失败使得宁波港口的管理一分为二,中国政府逐渐丧失对宁波港口的管理权。民国时期,随着宁波港口经济的发展与国内政治形势的变化,宁波地方政府在长期交涉后最终收回宁波港的管理权,统筹管理宁波三江口与江北岸港口日常工作与设施规划。宁波港口管理体制的演变极大便利了港口基础设施与临港工业建设。宁波港口管理变迁不仅推动了地方经济与海洋贸易发展,也推动宁波港自身由农副产品转运港向工商业贸易港的转变。
The change in regard to management system of Ningbo harbor is a transformation epitome of marine economy from tradition to modern in the Republic of China. The military failure results in the division of management power of Ningbo harbor in Modern China, and Chinese government lost the power of managing Ningbo harbor gradually. In the Republic of China, with the economic development of Ningbo harbor and change of inland political situation, Ningbo government finally took back the administration authority of Ningbo harbor, and overall managed the daily work and facility planning. The transformation of Ningbo port management system facilitated immensely the construction of infrastructure and port industry.The management transition of Ningbo port not only promoted the development of local economy and marine trade, but also promoted Ningbo port changed from transshipment port of agricultural products to trade port of industry and commerce.
