国家质量基础设施研究综述

摘要
自2002年提出国家质量基础设施(National Quality Infrastructure,NQI)这一概念以来的,许多学者、国际研究机构对NQI领域的理论与实践问题进行了广泛的研究探索。NQI支撑国际贸易和经济、社会发展的战略性基础作用已经成为各方共识。随着国家及地方逐步加大NQI投入,越来越多的学者开始关注和研究NQI的政策安排及优化问题。国际上,NQI的理论体系正在建设、发展与完善之中。国内对NQI的研究目前尚显粗浅,对NQI的内涵、作用与定位的理解也存在一定程度的争议,实践上也出现了某种偏差。对质量基础设施领域的国际研究文献进行系统分析与提炼,梳理质量基础设施的发展沿革,厘清其概念、内涵、机理及影响,总结国际上NQI的实践应用,对推动国内NQI的研究、实践与政策制定等具有十分重要的现实意义。
Many researchers and world class institutions have conducted extensive studies on theoretical and practical topics of National Quality Infrastructure(NQI) since 2002 when the concept of NQI was proposed.It is agreed that NQI,as the basic strategic infrastructure,has a strong support to international trade and social economy development.With the increasing attention on NQI from national and local governments,more and more researchers are focusing on the policy development and optimization of NQI.The academia and political agency are actively developing and improving theoretical framework of NQI.However,the study on NQI in China is quite superficial.Besides,there are some controversies about the insight,influence and orientation of NQI.The biased application of NQI could even occur in such circumstances.Therefore,it has an important practical significance of promoting the domestic research,practice and policy development of NQI to systematically study and summarize the current literatures,sort out the developing history of quality infrastructure,clarify its concept and connotation,and summarize the world-wide successful practical applications.
