我国国家综合档案馆数字档案信息长期保存现状调查

摘要
文章从数字档案信息的存量规模、为长期保存采取的措施、现阶段显现的结果与对长期保存影响因素和面临困难的主观认知四个维度,对我国国家综合档案馆数字档案信息长期保存情况进行了调查。调查总体研究结论是,我国国家综合档案馆数字档案信息长期保存工作应对措施缺失较多,形势严峻。具体研究结论包括:资金投入不足,纸质档案数字化工作有待推进;长期保存专用标准、指南体系不完善,标准、指南使用率低;长期保存系统研发比例低,专门技术应用不足;数字档案信息备份工作受重视程度高,但长期保存缺乏整体规划;长期保存合作主动性差、范围小、内容少;长期保存工作面临的最大困难是缺少人员、经费和技术。
This article describes the investigation on the long-term preservation of archives digital information of national comprehensive archives in China,which is made from the following four dimensions:the digital archives information stock scale,the measures for long-term preservation,the results appearing at this stage and subjective cognition of related factors and difficulties.The general conclusion of the investigation is that the long-term preservation of digital archives information in China's national comprehensive archives lacks many countermeasures and the situation is grim.Specific research conclusions include:insufficient investment,the digitization of paper archives needing to be promoted;imperfect long-term preservation standards and guidelines system,low utilization rate of standards and guidelines;low proportion of long-term preservation system research and development,inadequate application of specialized technology;high attention to digital archives information backup work,but lack of overall planning for long-term preservation;inactive in initiative,small in scope and few in content in terms of long-term preservation cooperation;the biggest difficulty in long-term preservation is lack of personnel,funds and technology.
