南京市环境安全达标建设工作的分析与建议

摘要
为切实加强突发环境事件风险防范体系建设,提高环境风险防范能力,有效保障全市环境安全,南京市开展了重点环境风险企业环境安全达标建设工作。通过分析南京产业结构和重点环境风险源的分布情况,提出重点环境风险防控区主要分布在江北新区-化工园片区和南京开发区-金陵石化片区。总结企业隐患排查和专家现场核查的主要问题,分析环境安全达标建设工作的成效与不足,从强化企业主体责任、发挥技术指导作用、突出重点区域防控、加强应急能力建设四个方面提出有针对性的建议。
In order to effectively strengthen the construction of a risk prevention system for environmental emergencies,improve the ability to prevent environmental risks,and effectively ensure environmental safety in the city,Nanjing has carried out the construction of environmental safety standards for key environmental risk enterprises. By analyzing the distribution of the industrial structure and key environmental risk sources in Nanjing,it is proposed that the key environmental risk prevention and control areas are mainly distributed in jiangbei new zone,chemical park zone and Nanjing development zone,jinling petrochemical zone. Summarizing the main problems in the investigation of potential hazards in enterprises and on-site verification by experts,and analyzing the achievements and shortcomings of the construction of environmental safety standards,we put forward targeted suggestions from four aspects: strengthening the main responsibilities of enterprises,giving full play to technical guidance,highlighting key areas for prevention and control,and strengthening emergency response capacity.
