新时代中国特色社会主义生态文明建设的困境及出路探讨

摘要
随着中国特色社会主义进入新时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。在这样的时代背景下,生态文明建设已经到了"必须立刻去做"的关键时期。生态文明建设任重道远,控制污染任务艰巨,是一场需要大力投入的攻坚战,更是一场需要久久为功的持久战。打好生态文明之战,将"绿水青山"转变为"金山银山",关键在于落实好自然资源资产核算、生态补偿、空间管控、监测预警、绩效考核等一系列精准的生态文明制度。本文第一部分阐述了建设生态文明的重要意义,其他两部分则分别阐述了建设生态文明过程中出现的问题以及解决问题的方法。
As socialism with Chinese characteristics has entered a new era, the principal social contradiction in China has been transformed into a contradiction between the people's ever-growing need for a better life and unbalanced and inadequate development. Under such background, the construction of ecological civilization has reached the critical period of "we must do it immediately". Ecological progress faces a long way to go and the task of pollution control is arduous. To fight the battle of ecological civilization and turn "green waters and green mountains" into "golden mountains and silver mountains", the key is to implement a series of accurate ecological civilization systems such as natural resource asset accounting, ecological compensation, space control, monitoring and warning, and performance appraisal. This paper is divided into three parts. The first part explains the significance of building ecological civilization, and the other two parts respectively explain the problems and solutions in the process of building ecological civilization.
