摘要
为了打破省间电力交易壁垒,实现跨省结算的公平性和科学性,提出了一种基于双结算方法的区域市场省间电能交易结算机制。首先,结合国外典型市场的经验和启示,明确双结算方法的定义、基本内涵和关键要素,明确双结算方法设计、应用的市场条件;其次,描绘双结算方法的结算流程,梳理结算的信息流向和内在逻辑,界定结算主体的职责和义务;再次,研究双结算方法的偏差处理方法,引入偏差惩罚因子等参数,分别构建偏差电量和偏差电价模型;最后,提出基于双结算方法的跨省交易结算所需的其他配套机制。
        To break inter-provincial electricity trading barrier and realize fairness and scientificity of inter-provincial settlement, this paper proposes a kind of inter-provincial electric power trading settlement mechanism for regional markets based on the two-settlement method. It firstly defines concept of the two-settlement method, basic connotation and key factors of the two-settlement method by combining experiences and inspiration of typical markets at home and domestic, and specifies market conditions for design and application of the two-settlement method. Secondly, it describes settlement flow of the two-settlement method, sorts out information flow and inner logic and defines responsibilities and obligations of the settlement entity. Thirdly, it studies processing method for deviation of the two-settlement method, introduces parameters such as deviation penalty factor and respectively establishes models for deviation power and deviation electricity price. Finally, it proposes other supporting mechanisms required for inter-provincial trading settlement based on the two-settlement method.
