智库背景下高等教育研究机构的组织特征、职能使命及发展对策

文章通过考察高等教育研究机构的功能属性与发展历程、高等教育研究的学术取向与发展趋势、高等教育智库的理论探讨与现实实践,发现高等教育研究机构与智库关系密切。智库背景下高等教育研究机构体现出机构设置灵活、人员构成多样、重视问题导向、成果多渠道传播等组织特征;职能使命主要体现在推动高等教育学学科建设与应用型人才培养、为高等教育改革发展提供决策咨询并引领社会舆论方面。基于此,高等教育研究机构应通过以下实践进一步拓展其"生存空间":明确服务范围,打造特色研究领域;依托政府及相关专业组织协作,有序推动高等教育智库建设;强化数据库与平台建设,重视研究成果的转化推广;扎实推进院校研究,提升研究人员的决策咨询意识与能力。
By examining the functional attributes and development history of higher education research institutions,the academic orientation and development trend of higher education research,and the theoretical exploration and practical practice of higher education think tanks,the article finds that higher education research institutions are closely related to think tanks.Under the background of think tanks,organizational characteristics of higher education research institutions are both stable and flexible,diversified in personnel,highlighting problem orientation,and multi-channel dissemination of research results.Its functional mission is mainly embodied in promoting the discipline construction of higher education and the training of applied talents,providing decision-making consultation for the reform and development of higher education,and leading public opinion in the field of higher education.Based on this,higher education research institutions should further expand their "survival space" through following practices:to clarify the scope of services,and create characteristic research fields;to rely on the cooperation of the government and relevant professional organizations to promote the construction of higher education think tanks in an orderly manner;to strengthen the database and platform construction,and pay attention to the transformation and promotion of research results;to solidly promote the research of colleges and universities,and enhance the awareness and ability of researchers in decision-making consultation.
