摘要
基于2008—2016年中国高校微观面板数据,通过网络DEA模型测度分析高校科技成果转化效率;基于创新生态系统视角构建动态面板GMM差分模型,实证检验高校科技成果转化效率影响因素。研究结果表明:(1)中国高校科技成果转化效率处于较低水平,受政策影响较大,其中,中、西部地区的效率显著低于东部地区,且无追赶东部地区的趋势。(2)政府资金对高校科技成果转化效率提高有显著促进作用,且2012年以前更为显著;企业资金的影响在2008—2012年不显著,在2013—2016年有显著正向影响;其他资金有不显著负向影响。(3)高级职称人员显著促进高校科技成果转化效率提高,科技成果奖励未起促进效率提高作用,但2012年以来中国科技成果奖励评价机制有一定改善。
        Based on the micro panel data of Chinese universities from 2008 to 2016, this paper measures and analyzes the conversion efficiency of scientific and technological achievements in colleges and universities through the network DEA model;based on the innovative ecosystem perspective, the dynamic panel GMM differential model is constructed to empirically test the factors affecting the efficiency of scientific and technological achievements transformation in colleges and universities. The results show that:(1)The efficiency of transformation of scientific and technological achievements in Chinese universities is at a low level, which is greatly influenced by the policies, among which, the efficiency of the central and western regions is significantly lower than that of the eastern regions, and there is no tendency to catch up with the eastern regions.(2)The effect of government funds on the conversion efficiency of scientific and technological achievements in colleges and universities is significant, and before 2012; the influence of enterprise funds is not significant in 2008-2012, but it has a significant positive impact in 2013-2016; other funds have no significant negative impact.(3)The senior professional titles significantly promote the efficiency of scientific and technological achievements transformation in colleges and universities, incentives for scientific and technological achievements do not contribute to efficiency, but since 2012, but the evaluation mechanism of scientific and technological achievements in China has been improved to a certain extent.
