城市更新背景下城市设计对规划权博弈影响研究

摘要
经过改革开放40年的快速发展,我国城镇化水平迅速提高,一些一二线城市完成了基本建设,城市发展也逐步由高速转向高质量,由增量转向减量,城市更新取代新建成为这些城市的建设新模式。这就要求城市更新中采用城市设计的手法,基于现状与愿景,引入多方参与,充分博弈,达成共赢。规划权博弈在规划制订和实施阶段始终存在,在原有体系中,规划的科学性是最重要的要素,但随着社会经济发展和对城市美学的注重,城市设计成为现阶段逐步被重视的要素。除了住房城乡建设部印发的《城市设计管理办法》,各地也逐步出台一些办法规章,对城市设计介入城市规划进行了规定。在介入过程中,规划权实施过程中的博弈将产生哪些变化,城市设计的理念如何在博弈中得以体现,本文将着力探讨此问题。
After 40 years of rapid development of reform and opening up, the level of urbanization in China has increased rapidly,and some mega cities have completed construction basically. Urban development has gradually shifted from high-speed to high-quality, from increment to decrement, and urban regeneration has replaced new construction as a new model of these cities. This requires urban regeneration to adopt urban design techniques, based on the current situation and vision, to introduce multi-party participation, full game, to achieve win-win situation. The game of planning rights always exists in the stage of planning formulation and implementation. The scienti? c planning is the most important factor in the original system. However, with the development of social economy and the emphasis on urban aesthetics, urban design has gradually become an important factor at this stage. In addition to the "Urban Design Management Measures" issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, some measures and regulations have been gradually promulgated around the city. Urban design is involved in urban planning. This paper focuses on the issue that in the process of intervention, what changes will be brought about in the game during the implementation of planning rights and how the concept of urban design can be embodied in the game.
