摘要

十八大以来,为有效应对各种安全事故、自然灾害,习近平提出了安全发展理念。明确了安全发展为了谁的问题,从正确认识安全与发展的辩证关系、制度建设、科技支撑三个方面为新时期解决安全发展问题提供了新的指引,开辟了我国社会安全领域发展的新局面。
        Since the 18th National Congress of the CPC, Xi Jinping has put forward the concept of safe development in order to effectively deal with various safety accidents and natural disasters. It has clearly defined the problem of whom security development is for. It has provided new guidelines for solving security development problems in the new era from three aspects of correctly understanding the dialectical relationship between security and development, system construction and scientific and technological support, and has opened up a new situation for the development of China's social security field.
