摘要
自20世纪80年代以来,我国一直将"节能增效"作为能源政策方针的一部分,并在节能管理和能效提升等方面取得了很大进步。本文在分析能效技术扩散的"三个阶段","六类影响因素"的基础上,针对对我国能效技术扩散和能效管理过程中存在的"五大问题",从推进能源市场化改革、构建多种节能与能效机制、理顺能效监管和信息披露等等四个方面提出促进我国能效技术扩散的政策建议。
Since the 1980 s, China has regarded "energy saving and efficiency improvement" as a part of energy policy, and has made great progress in energy conservation management and energy efficiency improvement. The paper describes the "three stages" and "six types of influencing factors" of energy efficiency technology diffusion, analyses the "five major problems" in the process of energy efficiency technology diffusion and energy efficiency management in China. And then, it proposes policy recommendations for China to promote the diffusion of energy efficiency technologies.
