摘要

城区区级开放大学因地处城区的中心位置,校舍面积普遍偏小,发展受到了极大的限制。本文拟从战略谋划的视角,通过错位发展战略,突破城区区级开放大学时空的限制来发展事业。从错位、错位发展概念的厘清入手,分析了城区区级开放大学实施错位发展战略的必要性,城区区级开放大学实施错位发展战略的指导思想、基本原则、六条错位发展实施战略及应处理好的三对关系,旨在为城区区级开放大学发展开辟新领域。
        The development of centrally located open universities has been greatly restricted by their central position and small campus area,. From the perspective of strategic planning, this paper intends to break through the time and space constraints of urban open universities by dislocation development strategy. Starting with the concepts of dislocation and dislocation development, this paper analyses the necessity of implementing dislocation development strategy in urban open universities at district level. This paper also analyses the guiding ideology, basic principles and six implementation strategies of dislocation development. The ultimate goal is to open up new areas for the development of urban district-level open universities.
