盘山灌区节水改造工程社会稳定风险评估

摘要
灌区渠系建筑物不配套,渠首工程不能充分发挥效益,同时渠道渗漏,跑、冒、漏水现象十分严重,渠系水利用系数低,致使边远高地上水困难,因此有必要进行节水改造。然而,灌区渠道被占用情况突出,即得利益必然会受到节水改造工程的影响。在项目可行性分析时有必要对灌区社会稳定风险进行探讨,在利益分配与政策调整不平衡的情况下,如果发生社会冲突极易引发社会稳定风险并激化矛盾。
        The channel system structures were not assorted in irrigation area, the channel head project couldn't produce the best possible results, meanwhile, the phenomena of water leakage, seepage and water rising appeared very serious in the channel with low water use coefficient of the channel system, causing difficult to supply water to high land far away, therefore, it was necessary to conduct the water saving reform. However, it was outstanding of the channel occupied in irrigation area, the vested interests would be affected by water saving reform project. It is vital to discuss the social stability risk of irrigation area during analysis of the project feasibility, in the case of unbalanced interest distribution and policy adjustment, it is easy to lead to social stability risk and aggravate contradictions if there is a social conflict.
