运输环节动物产品检疫验讫标志查验问题分析

摘要
动物检疫验讫标志是官方兽医依法实施动物产品检疫行政许可的法律凭证之一,具有进一步完善动物产品检疫监管的功能。本文结合上海市公路动物防疫监督检查站工作实际,总结了当前运输环节检疫验讫标志查验中存在的式样不统一、品类差异大、使用不规范等问题,提出应加强政策保障体系建设,推广先进科技,加强执法监管与会商机制建设等建议,以期为完善动物检疫验讫标志的管理使用提供参考。
Animal products inspection and quarantine labels are one of legal evidences for official veterinarians to implement veterinary administrative licensing by law,thus the labels contribute to the further improvement of animal products inspection and quarantine. Based on actual works of animal supervision and inspection stations on highways of Shanghai City,common problems were found in verifying labels during animal products transportation,including uniformed designs,different sizes and improper uses. In this paper,responding to these problems,it was proposed to build a better policy support system,promote advanced technologies and strengthen law enforcement,supervision and communication,so as to provide references for improving management and use of animal products inspection and quarantine labels.
