信息化建设与监管业务的正向反馈模式实践研究

摘要
互联网与信息化技术逐渐进入政府行政管理领域,成为提升监管业务效能、降低监管成本的有效手段。信息技术支撑是监管工作的基本手段,而数据服务决策可有效推动监管针对性和有效性;反之,监管工作中的资源配置、监管绩效又反作用于信息化建设。上海市食品药品监管部门构建信息化建设与监管业务的正向反馈模式,信息化建设的正向反馈成功运用于人员机构库构建、i办公、移动监管APP、一网通办、药品实时监控和两个大平台智能化转变等方面,监管业务对信息化建设正向反馈作用主要表现为绩效评估、业务部门参与、信息中心转型等方面。
Internet and information technology have gradually entered the government administration field,which has become the effective means to improve the efficiency of supervision and reduce the supervision cost. Information technology support is the basic means of administration, and data decision-making service effectively promotes the pertinence and effectiveness of administration.In turn, the resource allocation and regulatory performance of administration feed back on the informatization construction. Shanghai FDA has built a positive feedback model between informatization construction administration. The positive feedback of information technology has been successfully applied to the personnel institution database construction, i-office,mobile supervision APP, one network management,drug real-time monitoring, two platform intelligentization, and so on.The positive feedback between informatization and administration includes the performance evaluation,administration sector participation, information center transformation.
