农户视角下的退耕还林政策实施效果评价——基于吕梁市和临汾市农户调查

摘要
采用参与性评估方法(PRA)对吕梁市和临汾市200户农户进行了分层随机抽样调查,从农户视角评价山西退耕还林政策实施效果,结合农户建议提出根据林种适当延长退耕还林补助年限;分区域适度提高退耕还林补助标准;加强退耕还林农户技术指导和培训;发挥林业资源多重效益,扩大吕梁山区退耕还林补助范围等政策建议,为进一步巩固退耕还林成果提供政策依据。
Based on a stratified random sample survey of 200 rural households in Lyuliang Prefecture and Linfen Prefecture by way of Participatory Rural Appraisal( PRA),the implementation result of Grain for Green policy in Shanxi is evaluated in the farmers' view,making the following recommendations combined with the farmers' suggestions: the subsidy period of grain for green could be extended depending on forest category; the allowance for grain for green could be raised according to different areas; elevate the technical guidance and training for the farmers; utilize the various forestry resources and expand the covering range of subsidy of grain for green in Lyuliang mountain area,providing policy basis for further consolidation of the outcome of grain for green.
