摘要

在全球化的今天,能源安全问题也已经跨越国界。大国的能源安全问题不仅影响着一国国内的国计民生,而且如链条般牵动着全球社会的神经。从中国新型能源开发过程中存在的问题的视角切入,或许对我们今后的能源安全问题研究有所启发。我国的能源安全政策跟进虽然有所进展,但仍落后于现实需求。同时能源战略引发了一系列环境治理问题,在非洲也出现了当地劳工权益保护问题,公众对治理环境污染的现实呼声未曾减弱。对于环境问题采取公共治理上的多元主义立场,即作为主导一方的政府,与公民社会、非政府组织、私有企业等相关主体形成多元互动格局。这是全球化时代必然的路径选择。
In the era of globalization,energy security issues have also crossed national boundaries.Energy security of great power not only affects the national economy and the people's livelihood,but also affects the nerve of the global society as a chain.From the perspective of China's new energy development process problems as a perspective,we may be inspired for the study of energy security issues in the future.Although China's energy security policy follows up with progress,but still lags behind the reahty of demand.At the same time,the energy strategy has led to a series of environmental problems,the local labors' rights protection problems have occurred in Africa and the calls of public for managing environmental pollution have never weakened.Take the position of pluralism in public governance for the environment,that is,the government as a leading party shall form a diversified and interactive pattern with citizens and societies,non- governmental organizations,private enterprises and other related subjects.This is the inevitable path choice in the era of globalization.
