摘要

地处石羊河流域下游的青土湖是一个内陆湖泊。近年来,在石羊河流域生态治理与恢复建设中,实施了通过人工灌溉渠道向青土湖补水,使青土湖形成了约有15km~2的水域面积,各种沙生植被再现生机,青土湖呈现出了芦苇丛生、水鸟嬉戏的自然景观。河流与湖泊是地表水的载体,在向青土湖补水中,逐步考虑从石革河下段自然河道向青土湖补水,以利于内陆河流的河道与湖泊的连通,以利于保护民勤绿洲绿色屏障的形成。因此,在红崖山水库的水资源调度上,要解放思想,创新治水理念,保障生态建设用水的需求,对水资源实行生态调度,重视水资源配置中的生态用水。实行地下水与地表水联合调度,严格控制地下水的开采量,使民勤绿洲内形成"上(地表水)下(地下水)互补、以丰补欠"的水资源良性循环格局,完善水资源配置的硬件设施,寻求外流域调水的新途径,确保民勤绿洲经济的可持续发展。
Qingtu lake located in the downstream of Shiyang River Basin is an inland lake.In recent years,in the Shiyang River Basin Ecological Management and restoration construction,the implementation of the green lake to the soil through the artificial irrigation canal water,the Qingtu lake formed about water area of 15km2,a variety of sandy vegetation revitalize,green Tu Hu presents reedy,waterfowl frolicking natural landscape.Rivers and lakes is the carrier of surface water,in the water to Qingtu lake,gradually considering Shiyang River natural river section to Qingtu lake water,rivers and lakes to inland river connected,in order to facilitate the formation of protection in Minqin Oasis green barrier.Therefore,the water resources dispatch Hongaishan reservior on to emancipate the mind,innovation idea,protect the ecological water demand,the implementation of ecological regulation on water resources,attach great importance to ecological water water resources allocation in groundwater and implement.Joint operation of surface water,groundwater exploitation amount of strict control,so that the formation of "Minqin oasis in the lower(surface water)(groundwater) complementary with water resource circulation make the benign pattern",improve the hardware facilities of water resources allocation,seek new ways to transfer water,to ensure the sustainable development of Minqin oasis economy.
