摘要

在办学自主权不断扩大的形势下,高校自我管理、内部监控的能力亟待提升。构建"能用、管用"的内部监控与评价体系,切实有效保障教学质量是高校一项核心工作。目前,我国高校构建的内部教学质量监控与评价体系存在一些共性的问题,导致监控与评价效果不佳,无法有效地保障教学质量。特别是一些高校由于过度监管,机械式的评价,造成了监控评价行为与教师之间严重对立,甚至破坏了原有"良好"教学风气。笔者希望通过本文的论述,尝试寻找产生上诉问题的根源,并提出相应的解决对策。
With the constant enlargement of the autonomy in running schools,it is necessary for colleges to promote their ability of self-management and internal monitor. In order to guarantee teaching quality, constructing a "practical and effective"internal monitor and evaluation system is the core work in colleges. There are some common problems in internal teaching quality monitoring and evaluation system at present. The problems lead to poor monitoring and evaluation of results which cannot protect the quality of teaching effectively. Particularly in some colleges, overregulation and mechanical evaluation induces a serious confrontation between the monitoring system and teachers, even destroy the harmonious teaching atmosphere. I hope to find the root of the problems mentioned above through the discussion herein, and propose appropriate countermeasures.
