摘要
环境保护与安全是当前俄罗斯发展核工业的一项基本国策。进入21世纪,俄罗斯对原来的核工业组织机构进行重大调整,以立法形式对乏燃料与放射性废物管理问题重新进行了明确,逐步形成了较为完善的国家管理体系。本文从俄罗斯的乏燃料与放射性废物管理现状、政策法律、组织结构等几个方面进行阐述和讨论。
Environment Protection and Safety is currently a basic state policy of the Russian nuclear industry development.Early 2000 s,it happened that Russia's nuclear industry was reorganized.At the same time issues on spent fuel and radioactive waste management were defined by legalization.In Russia,State Management Systems of Spent fuel and Radioactive Waste have been forming.In this paper,it will describe the status of spent fuel and radioactive waste management,policies and law,the relationship of authorities and enterprise,and then discuss some cases taken place in Russia.
