不能实际消除的设计扩展工况的有限影响准则初步研究

摘要
《核安全与放射性污染防治"十二五"规划及2020年远景目标》对2020年远景目标要求"十三五"及以后新建核电机组力争实现从设计上实际消除大量放射性物质释放的可能性。国际原子能机构《核动力厂安全要求:设计》(SSR-2/1)要求对于不能实际消除的设计扩展工况,对公众防护而言,必须只有在区域和时间范围上有限的保护措施才是必需的,且在实施这些措施前必须有足够的时间可用。本文分析了典型的不能实际消除的设计扩展工况的有限影响准则,并提出技术见解和实施建议。
The 12 th five-year plan of nuclear safety,prevention and control of radioactive pollution and the vision in 2020 " requires that new nuclear power plants constructed in the thirteen five-year and after that should practically eliminate the possibility of large radioactive release as far as possible in the design for the vision in 2020.《Safety of nuclear power plants:design》(SSR-2/1)requires "For design extension conditions that cannot be practically eliminated,only protective measures that are of limited scope in terms of area and time shall be necessary for protection of the public,and sufficient time shall be made available to implement these measures." Typical limited impact criterion are analyzed and suggestions on determination of limited impact criterion are given.
