中西部地区化石能源开发利用综合效应初探

摘要
本研究构建了能源开发利用正、负效应以及综合效应评价方法,对1985、1995、2005、2010年中西部地区能源开发利用的三种效应进行评价。结果显示:①中西部地区能源开发利用极化效应显著;②中西部地区大部分地区能源开发利用的极化效应处于活跃发展状态;③中西部地区能源开发利用综合效应的空间差异较大,仅有青海省一直属于能源开发利用综合效应高值类区域,绝大多数省份属能源开发利用综合效应低值类区域;④中西部地区大部分省区能源开发利用过程中负效应大于正效应,在全国范围内处于恶性发展状态。
This paper illustrates the bipolarized effects theory of fossil energy exploitation and utilization and describes the methods for evaluating the positive,negative,and comprehensive effects of those processes.Based on data from 1985,1995,2005 and 2010,the authors evaluated these three types of effects on a provincial scale in the central and western regions of China.The results indicated the following.(1) The bipolarized effects of fossil energy exploitation and utilization were significant on the scale examined in the central and western regions of China.(2) For most provinces during this period,the bipolarized effects of fossil energy exploitation and utilization were active,especially in Inner Mongolia,Henan,and Ningxia province.(3) Spatial difference of the comprehensive effects of fossil energy exploitation and utilization is bigger;for a long time,only Qinghai belongs to high-value area of comprehensive effect of energy development and utilization,the vast majority of the province is low-value area of comprehensive effect of energy development and utilization.(4) In the process of energy development and utilization in the central and western regions of China,most of the provinces' negative effects are bigger than positive effects,and this is a malignant development status on a national scale.
