摘要
随着国民经济水平的不断提升,城市汽车保有量不断增加,在给人们出行带来便利的同时也带了诸如乱停车等交通管理问题。本文针对违法停车现象从法律法规角度入手探讨了违法停车的界定与处理流程,针对当前较为普遍采用技术监控设备进行违法停车自动抓拍取证的现象讨论其存在的问题,并从政策法规和技术标准两个角度提出了建立健全监控技术手段在违法停车领域使用的政策法规、研究提出违法停车抓拍系统的要求和标准等建议和处理办法。
With the rising level of the national economy,urban car ownership is increasing.The increasedcars brought great convenience to people's life,but also brought traffic management problems such as illegal parking.In this paper,for the phenomenon of illegal parking,it discussed on the meaning and processing of illegal parking starting from the perspective of the laws and regulations.This paper discussed on the dispute ofautomatic recording systemfor illegalparking,which had been widely used.Finally,this paper made recommendations such as improve the monitoring techniques used in the field of illegal parking and make requirements and standards for automatic recording system of vehicles from policy and standards two aspects.
