费城“绿城清水计划”介绍,及其对海绵城市借鉴意义的探讨

摘要
费城的"绿城清水计划"是美国最大的单项绿色雨水基础设施项目。该计划自201 1年起实施,计划为期25年,通过绿色基础设施为主的手段来减少雨水对环境的污染和雨污合流等问题。计划从前期准备到实施,从技术支持到计划管理,从公众参与到多层次多部门的投入,都是业界一个可持续发展创新和净水保护领域的领导和榜样。这个计划的第一个五年阶段性目标在2016年成功执行。费城成功完成837.7英亩的"绿亩"(green acre)的建设,超过规定目标,每年可减少了15亿加仑的雨水在雨污合流区内的污染排放。近年来海绵城市建设在中国迅速展开,面临诸多难题和挑战。本文通过费城的"绿城清水计划"的案例分析,探讨海绵城市建设可以借鉴的一些先进经验。
Green City,Clean Waters program is Philadelphia's 25-year plan to reduce stormwater pollution currently entering the city's Combined Sewer System through the use of green infrastructure.It is the single largest green stormwater infrastructure program in the United State.From planning to implementation,from technical support to management strategies,from public participation to multi-office staff dedication,the plan has earned a place as a national and global leader on sustainable innovation and clean water protection.The first milestone,five-year goal in the plan,has accomplished successfully.The Green City,Clean Waters program has established 837.7 Greened Acres,exceeding the five-year regulatory target and reducing pollution from stormwater runoff and combined sewer overflows by more than 1.5 billion gallons annually.Sponge City Development was put forward strongly in recent years,with various challenges to be resolved.This paper introduced the Green City,Clean Waters program,in hope to seek for more efficient and scientifically based optimization for the Sponge City Development.
