摘要
村镇社区管理是我国社会主义新农村建设的基础,也是加速城乡一体化,推进国家治理体系与治理能力全面现代化的重要影响因素之一。在对村镇社区管理模式的不断探索与新兴信息技术日趋成熟的背景下,本文从管理模式、标准化体系和信息化建设三个方面出发,分析了国内外村镇社区管理的现状与存在的问题。在此基础上,提出了村镇社区管理中的的三个关键问题,即村镇社区管理多主体(基层政府、居民自治组织和社区服务企业)协作模式的探索、基于核心业务与关键技术的标准化体系构建以及村镇社区管理中的共性关键技术的攻关,上述三个问题也为日后村镇社区管理的研究指明了方向。
The management in village community is the basis for the construction of socialist new countryside,and also an important factor for acceleration of urban—rural integration as well as modernization in national governance system and governance capacity.This paper,in consideration of the ongoing exploration in terms of community management modes in village and increasingly ripening information technologies,started from management modes,standardization system and information construction to give an analysis of the current situation and existing problems in community management both at home and abroad.On this basis,it further proposed three critical questions for the management in village community-namely,exploration in collaboration mode between multiple agents(grassroots government,self — governance organizations of residents,and enterprises engaged in community service),construction of standardization system based on core businesses and key technologies,and problem solution in developing key generic technologies for community management in village-which also pointed out the direction for future researches.
